One quick way you can open the Run dialog box in any of these Windows versions is to use the keyboard shortcut Win+R. Now you’re ready to run that registry file so the keys and values merge with the Registry. If you want to create a REG file from scratch, you can use a text editor like Notepad. This requires knowing the basic structure of a registry file.
Microsoft themselves publicly state that adding, modifying, or deleting Windows registry subkeys and values should only be done by advanced users, admins, and IT professionals.
